Luther,
Looking at the schematic, RL is not in a normally high power location, so most 
likely any pot which will physically mate up should work.

But I like Mike would check the solder joints.  Also check the switches.  The 
SWR/power switch is also between the diodes and meter.  An ohm meter on RL 
should be a quick check for it.  An ohm meter from the fwd/ref switch center 
contacts to the "top" of RL should indicated if the SWR/power switch is okay.

Let me know how it goes.
