You probably have your answer by now.
My first thought would be the meter shunt resistor R59. Could be L5,
but R59 more likely.
First step is to check the voltages on the final tubes. IF you have
Plate, and Screen voltages, the Cathode is 'grounded' (through R59 and
the relay contact), and the filaments are lit, you'll have Plate
(Cathode) current, regardless of anything else in the transmitter.
Applying negative BIAS voltage to the Grids is all that controls this
current.
I suspect you'll find that the Cathode voltage of the Final tubes is 60
V or so in transmit or TUNE.
Let us know what you find! I'm sure glad _I've_ never done anything
that dumb...... :-)

Confirm when you key the transmitter you get idle current, (70 mA,)
then you adjust the RF TUNE for 'brief' drive, then current goes to
ZERO, or back to IDLE current.
