OK, then something wrong occurred during the process of creation of the community/collection itself. Try to cancel it and make a new submission. It should sound silly but I can assure you sometimes it works that way

I also made sure that all permissions are set to anonymous. The other interesting thing I noticed is when the user navigates to the Community(I am trying to give access to) through a direct link the Community collections and items are visible and accessible. An admin is able via the advanced authorization to bulk change all kind of permissions.
