Yes, thanks, that's exactly what happened.

So previously, we had an 'Editors' group (with member subgroups 'Admin' and 
'Theses') and a 'Final Editors' group (also members 'Admin' and 'Theses') 
which corresponded to a workflow like:
Step 1: Claim, then Edit | Approve | Reject
Step 2: Claim, then Edit | Approve

Now, we have a Reviewers group containing just 'Theses', which corresponds 
to a workflow like:
Step A: Claim, then Approve | Reject
Step B: Claim, then Edit | Approve | Reject
Step C: Claim, then Edit | Approve

Step A has been created by the Reviewers group and needs to be removed, 
because it's adding that redundant step.  Theses can still be accepted to 
the repository with the current configuration though, so at least it's not 
preventing us from getting our work done entirely.  I would like to get rid 
of that redundant Step A though since it's kind of confusing... which 
requires the deletion of the Reviewers group.
