Richard, based on discussion in DS-996, I wonder if we can just commit a
default Tombstone to XMLUI (to fix that bug), and then leave this larger
"optional reason text" to post-1.8.0?
If you look at the discussion in DS-996 comments, it seems like at the minimum
we should:
* Create a default Tombstone for XMLUI
* Optionally, create a default tombstone reason for XMLUI/JSPUI which is just
controlled by messages.xml/Messages.properties (I say this is "optional"
because I'm not certain this is of much use without the full "optional reason
text" feature. So, I'm on the fence on this one)
