Looks like it isn't just a cacheing problem. I just did the following (DSpace 
1.7.2):
- permanently delete an item -- author is still in author browse
- clear cocoon cache via the patch from https://jira.duraspace.org/browse/DS-969
- reload author browse page -- author is still listed.
