This issue also seems to exist on 1.8.x (at least for "Browse by Author"), when 
running out-of-the-box XMLUI (i.e. Discovery is not enabled).

Using latest (Trunk) Dspace code, I tried the following:
1. Permanently delete an Item (which has unique authors)
   a. Browse by Title --> Item no longer exists in this listing
   b. Browse by Author --> Authors still exist in browse listing (and now 
return no results when you click on author name)
2. Clear the Cocoon cache (via the new 1.8.x Admin UI option)  -> Same results 
as above.  Authors still listed in Browse by Author.
3. Restart Tomcat -> Same results as above. Authors still listed in Browse by 
Author
4. Run 'dspace index-update' -> Same results as above. Authors still listed in 
Browse by Author

The only way to remove the Authors from the Browse by Author listing is to run 
'dspace index-init' and completely rebuild the browse indexes.
