Hi guys,

I am not an expert on encoding issues, but I think we have two separate issues 
here. First the decl is missing. When the decl is missing, that isn't 
necessarily fatal, but the default assumption is UTF-8 encoding. So our client 
makes that assumption. I do not think that ISO is a subset of UTF-8. If I try 
to open that doc without the explicit ISO declaration, it displays an error 
just before the diacritical and it fails XML validation. But if I add the ISO 
decl to the service document I got, then everything works.

So I think the two issues are 1. Lack of decl 2. Not using the default format 
in the actual doc returned.
