It is a bug, the supported locales configuration setting was meant to prevent 
this and give the admin control over the language packs to use.
It is not nice and a rather bad calling card for an instance to provide odd 
mixes of languages. Just try a newer version of of dspace (xmlui only) with 
Greek or Italian, it looks pretty bad and not very confidence inspiring.
