To me, this rather indicates that we should evaluate how & which languages are
shipped with DSpace.
Clearly, it feels wrong if it's just one directory where complete & good
language files are mixed with incomplete or even inconsistent language files
and that all of them could get activated, even automatically.
What if we would put "incomplete" translations in a subdirectory and mention in
the documentation that those files can be used when moved to the i18n folder on
their own risk.
e.g. instead of having all files here:
https://github.com/DSpace/dspace-xmlui-lang/tree/master/src/main/webapp/i18n
We could isolate the incomplete ones in
DSpace/dspace-xmlui-lang/tree/master/src/main/webapp/i18n/incomplete
