Bram, I tend to disagree. This is not how it's done in any project I know. It 
would be just a complicaction of deployment scripts and documentation without 
much benefit.

As a compromise, I suggest that we fix this bug and add all well-supported 
languages into webui.supported.locales per default and update it on every major 
release.

I'll leave the definition of "well-supported" up to later, my suggestion is 
e.g. "languages which received update in the last major release".
