I checked both the item you mentioned on the demo server and my local instance.
You have to realize, that with item versioning, these two "versions" are two
separate items from DSpace's point of view. What happened here is that the
original item had both bitstreams with Anonymous READ access allowed, therefore
no lock is displayed (obviously). When you click "Create version of this item"
(which someone did on demo), you get a new item in the submissions queue, but
that one has automatically changed bistream permissions to be readable only to
the administrator (you can verify it both by hovering your mouse over the lock
icon and in Authorizations when editong the item). I haven't played much with
versioning yet, so I don't know the rationale behind this change of bitstream
permissions. But this behaviour is correct as far as the lock icon
functionality is considered.
