Thanks for the explanation Ivan. It was not clear to me that the absence of the 
lock icon was obvious: from my personal end user experience, on places where a 
lock symbol is shown, there's often an unlocked counterpart symbol as well, 
indicating when content is available (e.g. when there are no restrictions). 
This is illustrated by the small lock symbol below this very JIRA comment box.
