Bram and I were discussing this ticket today.
Unfortunately, it sounds like the exclusion of "dspace.url" from the build.properties may be a (potentially significant) bug/issue.
Since the default is "dspace.url = "" any DSpace site which does NOT host DSpace off of the path "/xmlui" (which is probably most production instances) and fails to later modify the setting in dspace.cfg will encounter a variety of non-obvious failures:
* SiteMaps will no longer be generated properly (as they rely on the "dspace.url" setting)
* Email notifications will send invalid URLs
* SWORD may not function properly (see also DS-598)
* Handles (from http://hdl.handle.net/) will not redirect properly
* There are many others. For a list of all possible failures, look at the many many uses of "dspace.url" in the code: https://github.com/DSpace/DSpace/search?q=%22dspace.url%22&type=Code )
Essentially, our assumption that DSpace is at "/xmlui" off of the "baseURL" can cause non-obvious issues that may or may not be noticed immediately (as the DSpace application itself actually will "appear" to work in many ways).
I'm re-categorizing this as a "bug" and marking it as "fix for 4.1", just because I feel it needs immediate eyes. We need to determine whether this really can wait until 5.0, or if we need to resolve it more immediately.
