Suggestion: instead of moving dspace.url to build.properties, define a property for the local UI path. Let's say it is dspace.ui. Then dspace.url can be dspace.url = "" Set dspace.ui = xmlui and you get the same result as now; set it to jspui and you get it right for JSPUI; set it to some arbitrary path and you can put the UI where you like. I think we don't make enough use of the configuration system's ability to do these substitutions itself at startup, and wind up having to enter the same stuff several times in different properties that obviously have common elements.

If we want people to see build.properties as the most basic set of config params to look at and evaluate, I think the choice of "primary" UI should be in there as well. Currently, dspace.url is defined in dspace.cfg as: dspace.url = "" Which actually means that if you want to use JSPUI, you should also go to dspace.cfg after ...
