CLI to handle using DStarCom.

I hadn't really thought it could be "that hard" and thought their  
opinion a bit frustrating when there "was a solution", but I ran  
through using DStarCom yesterday afternoon trying to help a new  
ic-91ad owner (with a used ic-91ad and parts), and loaded the new .icf  
file to find nothing had changed -- we'd used the readme to be sure we  
knew what we were fiddling with and we had a rather detailed export to  
work from. We tried it again after trimming memory names to 8  
characters, and that time it overwrote the one "B" memory we were  
leaving alone with the radio's default.  While I'm sure it was likely  
end-user error on our part, it was still frustrating that about 1.5  
hours into the project we couldn't reprogram his radio.

Having figured out that he needed to fix his serial cable as part of  
the first hour of frustration, at that point we just used the RS-91  
software and figured his copy of RS-91 would work now that he knew the  
short in the cable was likely his com port problem.  I sent him home  
with the two csv files (original and modified), the original .icf file  
and a copy of DStarCom, and I'm sure he'll decide what is easiest for  
him, as he's not unhappy with using a command prompt.

I know I had to play around a bit with using a CSV to import into the  
92, so I'm sure with more time we could have gotten this to work fine,  
but for some people this is just too much hassle.
