I had an alkaline battery pack inspected once while I was pulled aside for 
secondary screening. They questioned it as I had wires (going to a coaxial 
power plug) exposed. The battery pack is used to power a Bluetooth to RS-232 
adapter which I use for work. TSA never seems to question a lot of the other 
cables and AC adapters I carry nor have they questioned the variety of radios 
(handheld transceviers, scanners, GMRS, SW) that I have carried in my backpack.

Like anything else - YMMV.

Just another data point, I've pulled my hand held out in many airports, 

including while traveling home from India a couple of weeks after 

9/11/2001 and never had any issues.  Your mileage may vary. Once or 

twice, I've been asked about it at security (probably < 2% of my 

travels) and I used to be quite the road warrior, never asked to produce 

a license -- we should not live in fear.
