i.e. JF1CXH is registered on WB4HRO and "last heard" is still the default
"WB4HRO_A". jFindu reveals that JF1CXH is using a Dongle on "our" systems.
Here's a simple experiment to show what happens when trying the
OneTouchReply on this callsign: connect a Dongle to WB4HR0_A and put
JF1CXH in your radio's UrCall. You will hear yourself on the Dongle when
you hit the PTT.
If you do not have a Dongle at hand, you can prove it anyway with dshark.
The following shows that when hitting the PTT with UrCall: JF1CXH, my
gateway forwards packets to WB4HRO A to the IP address 74.188.49.228
(which happens to be WB4HRO's).

On the other hand, here's what dshark reveals when I key my radio with
"UrCall: /JP1YIQA". It shows that packets are forwared to JP1YIQ A to the
IP address 220.102.43.194 (which happens to be JP1YIQ's).

Bottom line,
If you are beeing heard in Japan after using the "One Touch Reply", it's
because they have a Dongle connected (and you would have been heard
regardless of what's in UrCall, provided that you have your gateway's
callsign in Rpt2). To this day, the only way to be heard over the air in
Japan is with a "/<repeater_callsign>".
