Short answer - No.
Slightly longer answer. A typical D-STAR repeater installation also
includes a gateway. The gateway is a full up Linux server. With that
server you can put any monitoring capabilities you want at the site
(we are looking at putting web cam on a repeater site here as it is at
a remote mountain top) and have it travel through the Internet to
whatever location you desire.
So if you are looking purely at an Icom D-STAR repeater and
controller, with no gateway, it is not available (though someone could
probably figure out a way - I have a couple of ideas in that area),
but if you have the gateway, its pretty easy to create all manner of
monitoring and control.
