Dear Charlie:

I've had that problem for years! I still don't know a good solution, but now I
usually use DSL, on which I don't have that problem. When I need to use my external
modem, I usually reboot, zapping the pram. This somehow wrestles the modem port free
from whatever application was preempting it (wish I knew which!), and I can again use
my modem. It's a crumby workaround, but is the only one I know.
