Use Tomeviewer to grab it from one of the 8.0 installer tomes (root 
around on the CD for a while and you'll find it). Version 7.6 of the 
control panel (which I believe is the same version in OS 8.1) is also 
in the 7.6.1 update, which you can download free from Apple.

You only strictly need the Powerbook panel to adjust power management 
settings. I believe the modem compatibility setting itself is in the 
Express Modem control panel (also in the 8.1 Powerbook Setup panel). 
You can also change that setting to the "Normal" default by zapping 
the PRAM (once the Energy Saver panel is removed, so it doesn't 
change it back after your next boot).

Stupid bug really.
