The bug was introduced in 8.5 when the Energy Saver interface was 
finally standardised for all Powermacs, and doesn't appear to have 
ever been fixed. In other words it affects all the later versions as 
well (I haven't checked whether the version number for the control 
panel even changes).

As for 9.0.4, any version of the Mac OS can be trimmed down to speed 
it up a lot (for a start, I always remove Apple Guide on a 2300). 
Speed Doubler (specifically the faster emulation) makes a big 
difference too. I was able to get 8.5 running pretty well just before 
I sold my Duo (to the point where 8.1 wasn't measurably quicker), but 
it took a lot of tweaking. Version numbers are a bit of a myth with 
most operating systems - the OS is just a collection of software 
components, and you can mix and match them, remove them, and replace 
them to a substantial degree. At least as long as you know what 
you're doing, or believe you do. ;)
