I've used Jpeg Viewer ever since I was using a Mac LC! It's a small
utility that opens them quite quickly, and you can crop and zoom. Works
great on my 2400 with System 8.6. QuickTime 4 has a "picture viewer" with
a different window than the movie viewer, and is also fast, but not a
versitile as Jpeg Viewer.
