Step 1: dismantle.
Step 2: sand it smooth
Step 3: paint (lots of coats)
Step 4: sand it again (starting with 400 grit, finish with 12000 grit)
Step 5: put it back together again.
=)
That is pretty much it, in a nutshell.
If you want more detailed instructions I could provide them. I owe a
lot to the folks here on the list that gave some great pointers along
the way.
