If you have a Disk Tools floppy, make a copy, take Disk Tools off and put a
3rd party CD driver (CD-ROM Toolkit, or something like that) on it.  When
you boot from that floppy, you should be able to use the CD drive.  The
problem is that there are only a limited number of drives that Apple's
default driver will support.  And if it doesn't spin up fast enough, you can
have a problem forcing it to boot from the CD.  And if the CD automatically
ejects when you restart, you have a problem using Startup Disk to tell the
Mac to startup from the CD, because there won't be a spun-up CD in the drive
by the time the startup process looks there.

Oh, and I think Resexcellence has a hack whereby one can modify the Apple CD
driver to use 3rd party drives, but I've always found that getting a 3rd
party driver is better.
