I think your problem is Open Transport.  You shouldn't be using it with 
OS9.  With OS9 you use TCP/IP.

If that doesn't fix it for you you can try swaping hardware.  Like 
swaping out the HD from the one machine with the other to see if it's a 
hardware issue.

I'm running 9.04 on my 2300, but I've not used the modem with it, just 
ethernet via the ultradock.
