all computers including Mac allow language changes Provided the English
language was installed, if it was not you may need to have CD/DVD for the
language install. it would save having to format.
Most of the time all languages are installed by default.

I know Mac OS 9 well enough that I can visually do this. Which control panel
takes care of that?
The 2400 has an ethernet port dongle so if necessary I can upload some
software to it.
