There is a known bug in File Assistant and File Synchronization that is
caused by Folder Icons. There is an Apple TIL Note on it.
I ran a program called Folder Icon Cleaner 2.0. Folder and it helps.
It's a real pain to have to keep rebuilding your "pattern" for
Synchronization.
