Well, the DVD format is a rather restricted subset of the more generic
MPEG-2 Program Stream format. I haven't seen any specs so far, though. I
guess you can buy them from the DVD Forum, but I'm not willing to pay
for them.
In MPEG-2 it's legal to stuff the pack header with up to seven bytes.
But it's also possible to use byte stuffing in the PES header and with
padding streams. That's what DVDs seem to use. I analyzed some VOB
files, and the result is:
- 1...7 bytes of padding are included in PES headers
- 8 or more bytes of padding use a padding stream
