That's an option. Alternatively, the player can "pan & scan", i.e. use a
4:3 viewport into the 16:9 frame and display only that part, without
black bars.

I guess your TV would do the same - if it could.

Makes sense, somehow. With 8x8 macroblocks and 4:2.2 or 4:2:0 chroma
resolution, a multiple of 16 lines is probably easier to handle than an
odd multiple of 8 lines.
