Sort of.  It would be new behaviour mimicking old behaviour.

...that is: old-style comment notifications were email only, because the 
inbox thing didn't exist.  Tracking notifications are obligatorily 
inbox, with the option of email/IM/etc also.  In-journal comment 
notifications use the tracking model, and go to the inbox; replies to 
other comments IIRC use the old-style.

There has never been an option, with tracking, to bypass the inbox (i.e. 
have *just* email notification).  I, and others, would lovelovelove it 
if this could be introduced as an option -- I don't need an on-site 
inbox copy of comments (since they're stored both in my email and as the 
comments themselves) but do want inbox copy of other things (like 
private messages), and I never use the inbox *because* there is no way 
to turn off comments going into inbox.
