Couldn't this all be easily resolved by simply using a QSL manager in a
country where the postal system is reliable? I regularly see notices from
individuals offering their services for this purpose. As for LOTW, I
suggest you rethink your position on that. I certainly was happy when BS7H
showed up on LOTW last week. A little effort goes a long way.

I think this all boils down to more about trolling than QSLing, since none
of the proposed options seems to be acceptable to the person posing the
problems.
