What is there to understand? A US State is a US State--they are not further subdivided as States, only as counties. North and South Dakota, North and South Carolina are all separate States. The subdivisions are counties, parishes (Louisiana only ) or judicial districts (Alaska)--consider them all counties. I have no idea what AK South Central is, other than a county.
The only unique is the District of Columbia--Washington, DC--a federal district. Hawaii or Hawai'i is a single State. The apostrophes reflect the pronuniciation in the Hawaiian language. Honolulu is the State capital.
