I don' think DX4WIN backs up the .CFG file (maybe it should).  If I
make config changes, I write a new DX4WIN.INI file before "Save and
Exit".  That way, if I need to restore the configuration file, I can
just merge this .INI file with my preferences.

Now having said that, DX4WIN does save DX4WIN.CFG every time it exits
(and renames the old one to DX4WIN.~FG).  Because it does that, it
probably makes sense for DX4WIN.CFG file to be written to the
secondary backup.
