DX4WIN is not able to do it in the case of N1MM generated ADIF as I mentioned 
before.
 
 For my short "made in Russia" Contest logs, I entered CTYs manually in DX4WIN 
after import. But for locals with a lot of Qs, your utility should definitely 
be of great help. With all this, I myself have repeatedly thought about 
replacing the CTY abbreviations with their decoded values and placing the new 
CTY field in the correct ADIF position to make its modified file version 
understandable to DX4WIN when importing!

I have tried to support either the software I use, or other common programs 
like N1MM.  WriteLog is actually a real problem.  N1MM is easy.  If someone 
can't convert their log and sends me the ADIF file, it's usually easy to fix.
 
The software only looks at the abbreviation.  It is up to the user to choose 
the correct state from the drop-down menu.  I don't think the program looks at 
the State field at all.
