Larry, Nice idea but unfortunately we don't know ( in software ) whether you intentionally left your radio turned off or you didn't. All we know in software is that you have said we should activate a radio interface. If you have it set to activate a radio, then we do that. If the radio is not turned on, then obviously we cannot establish communications with it and so we disable that interface and produce an error message because we assume something is not working with your interface. If we left the radio interface activated even though we couldn't communicate with it, then we would be producing countless error messages every time we needed to query the radio.
