I may have missed something here, but for what it's worth...

I'm running DXBase 2006 and constantly start the software with my radio off 
and never see any error message.  Under Tools/Options/Radio1 I have the 
Connect HF Radio 1 Serial Interface checked and under 
Tools/Options/LogDefaults I have Load Band/Mode from HF Transceiver checked. 
Both boxes remain checked the next time I start DXBase after using it with 
the radio off.  If the radio is on and I start DXBase, the serial connection 
works ok.  If I start DXBase with the radio off, then turn the radio on, the 
serial connection works.  Under both conditions, I don't get any error 
message.

I have seen an error message under DXBase 2005 (I think) if I forget to turn 
the power on to my CT-17 level converter.  That produced an error message 
and cleared the checked boxes.  I cannot reproduce this action with DXB 
2006.
