If I understand what you are asking, DXBase will do it.  For the last few
years I have printed the QSL info directly on the cards...and I must say
that it is an awesome capability. Unfortunately I am way too incompetent to
tell you how to design the file. I had to have someone help me and design
the format. All I have to do is identify the QSLs that I want using the
"view previous QSLs" ( I usually have about 1 - 200 per month.) Then I use
the "print label project", load a bunch of QSL blanks into the printer and
print. It prints out all the QSLs in order for the bureau.

There are a number of QSL formats that ARE available already.  You might try
one of those to see if one of them might fill your bill. I am sure that you
could print pictures if you wanted but if you send a lot of QSLs it is going
to eat you ink cartridges up...probably better to get the cards pre-printed.

THIS IS SORT OF RELATED  TO DXBse  but feel free to crticize me fer
asking--i just thinlk the readers of this reflector are really smart-  and
maybe i could get some intelligent answers!!

i use 3.5 " x 5.5" cards printed on what feels like 30-5o lb paper
 it would really be a great help to print directly on cards as opposed to
labels.  i could maybe print s hort blurb or px as well.
