A charge back on software sales may not be a big problem since the profit margin is almost 100%. So 1% charge back will not change the big picture.
But the exchnage provider who has a small profit margin of a few percents cannot afford even 0.1% chargeback. And I certainly agree with Craig when he says that digital gold is much more appealing to thieves then software is.
