Hi Craig, Your idea is probably better than mine (send a little earlier), because it requires even less effort (simply inactivity), but maybe the minimum balance threshold should be : one decigram (1/10th of a gram), and inactivity should be defined as not having been logged into for one year, and no transactions having been made for two years, OR : one centigram (1/100th of a gram), and not having been logged into for one year.
