For what it's worth, I was not able to compile the latest ixgbe/ixgbevf on 7.3. I took the 7.3-related src/kcompat.h changes from i40e driver and applied them to the i40evf/ixgbe/ixgbevf drivers and they compiled...I should be testing the modified ixgbe driver on hardware in the next day or so.
