Rather than drag and dropping the tabs (this needs all of them to be visible at once) what about having another slide-out pane that can list all open edit files, allows them to be re-ordered (this will be reflected in the tab order) and also allows a check box type option to say if the editor tab for that file is shown at all.
Seems this would allow us all to keep the tabs tidy and ordered as we want them. Maybe add the concept of groups of files within a project that could all be hidden / made visible on tab bar in one go. Again this grouping could be performed on the slide-out pane.
