Alt+[Up-Arrow|Down-Arrow] almost does what you want.  Does it suffice?

Since I'm feeling so creative today, I'll give you another wish :)

The use case I'm thinking of is that I want to make sure all of my method
JavaDocs are up-to-date.  I would like to be able to start at the top of the
file and just flip to each method.  I'm thinking of something like
ALT-PageUp and ALT-PageDown, which would take you to the next and previous
methods, respectively.  Hitting one of these would place the method
separator at the top of the editor pane so you could see the JavaDoc and at
least the first part of the method.  That way I could just flip to each
method and make sure the JavaDoc is present, makes sense, and is up-to-date.
