I have used CyberTracker (www.cybertracker.co.za) for datalogging in the
field.  This software (shareware) is designed for palm or pocket pc
platforms and was designed specifically for GPS applications.  Essentially,
you can design a database or series of forms to collect the data that you
need from each point.  It can also record GPS locations.  It is probably
worth checking out, but you will have to still find appropriate hardware
that meets your accuracy needs.
