Tom, If your organization has a copyright policy, follow it. I have used copyrighted images without explicit permission as an individual, not as a representative of my organization, but I have always included "author" information.
I have also used copyrighted images with permission. Generally, most copyright holders are happy to have their images seen, as long as they get credit and no one else gets money. Most allow "no charge" for educational purposes. I consider it a common courtesy to ask permission for use. The person who made the image put some work and thought into its creation, and it is simple good manners to say "Hey! I like that! Can I use it?" Besides, most people enjoy a good ego stroke now and then too.
