Why not color an orange red, make it appley flavor and change its
name....even though the texture will remain the same.

The purpose of the 864 is to convey a message in a human-readable form.  The
data contained in the 864 is not intended to be processed electronically.

The 997 is to used to convey back to the trading partner the status of a
received message (accepted, rejected, .... etc.), and is intended to be
processed electronically.

The industry standard is not to use the 997 for common messages.
