You are correct.  I was wrong.  

The variable length mfg numbers are being used for companies who don't need a 
full set of 99999 product codes.  The price charged by UCC has been reduced 
from outrageous, to merely expensive ;-)

There are even companies that will sell you a single bar code number!

Bar code databases are also available for sale.  Search on google for 'UPC 
database'
