Julia's comment on the variability of the company prefix is correct. 

In addition, UCC has started issuing company prefixes that are seven digits
that will make the resulting item identification number thirteen digits.  

However, Earl's previous comment: " The old UPC numbers were 12 digits (in
North America), and are being replaced with a GTIN number (Global Trade
Identification Number?) which is 14 digits...", is extremely misleading.

The current EAN*UCC System (a.k.a. GS1) item identifiers are not physically
being replaced by the GTIN.  The GTIN is simply a common name, storage, and
communication entity for the entire collection of GS1 item identifiers.
These identifiers include U.P.C., EAN-8, UCC-8, EAN-13, UCC-13, EAN-14, and
the UCC Case Code (UCC-14).

For EDI, a new qualifier was created for GTIN.  So if I was sending a TS832
and sending a twelve digit U.P.C. in the Product ID I would use the
qualifier for U.P.C.  If I wanted to provide the same information as a GTIN
I would use the qualifier for GTIN and the value in the Product ID field
would be the U.P.C. with two leading zeros to make it fourteen digits.
Please note the actual number and associated bar code on the item would not
contain the leading zeros, i.e. it did not change.
