Siavash, Almost all the commercial EDI vendors are compliant with hippa given how important the regulation is in the healthcare industry.
SOme of the big integration suites that can do EDI + communications are: Sterling Commerce = Gentran Integration Suite. Axway-cyclone = Synchony Integration Suite. Webmethods = Fabric 6.5 IBM or Websphere = Mercator Inovis = Bizmanager plus the EDI translator This vendors however are very large, and you probably won't come cheap, but they are a good place to start. It depends on how much money you want to invest. The cheapest so far I think is Sterling Commerce. It depends on how many customers, how much traffic, how many transactions. Etc...
