The X12 committee defines the codes as needed or suggested.

PO1 06,08,10,12,etc  are defined by Element 235
There are hundreds of qualifier codes which have been defined.

The UP qual was most common until WalMart pushed the GTIN.  Now many of the 
quals are being used, depending on requirements, availability, phase of the 
moon, whatever...

The UI would be the 11 digit UPC, minus the checkdigit.

UK is another one being used now...  14 digits.

I've copied all the Element 235 qualifiers that start with the letter 'U'.
